Illegal Data in Mega Man Star Force 3 are special rewards can be dropped in place of the usual battle rewards.
System
As Noise Gauge Level is required so a Noise Control Program (AcePrgrm/JokrPrgm) needs to be equipped. When you finish a battle with high Noise, 100% or higher, you will receive Illegal Data instead of a regular battle drop. Which Illegal Data you receive is based on a number of factors.
There are 2-3 different reward pools, from which the game will choose one pool at random, and then give you 1-3 cards from that pool. If you have 100%-199% Noise, you'll get 1 card; with 200-299% Noise, you'll get 2 cards; with 300+% Noise, you'll get 3 cards.
Starting Levels
The game first calculates your base Illegal Data Level by checking the Battle Level of the battle you just finished. This is a hidden value set for each random encounter individually, that also affects how many HP you need in order to escape successfully.

Increasing the Level
There is a hidden counter that increases whenever you finish a battle (with a reward screen) at low Noise. If you finish a battle with 50-99% Noise, the counter increases by 1; if you finish with 0-49% Noise, the counter increases by 2.
The counter begins counting when you first receive a Noise Control Program during the story, and it caps out at 120. If you unequip the Program, then the Noise % will not change during battle, but the hidden battle counter will still increase. Note that, normally when you finish a fight with 100% or higher Noise, in the next fight you will start at 50% Noise rather than 0% Noise. If you unequip the Noise Control Program after a fight with 100% or higher Noise, then immediately go into another battle without pulsing out, the Noise % will still be at 50% even though it is not visible, so the hidden counter will go up by 1 rather than 2 for that one fight.
Depending on the value of the counter when you finish a battle with high Noise, you will get a bonus to your Illegal Data Level (caps out at 8).

Following this, the counter will be decreased by 10 times the number of bonus levels you got. For example, if the counter was at 35 and you get Level +2, then it will now be at 15. In other words, you can gain better rewards by first fighting many battles at low Noise %, and then fighting a few difficult battles at high Noise %.
Locations
On a practical level, that means you'll get the following Illegal Data Level in roughly the following areas and connected areas. Small CCs and Noise Waves are excluded from this overview, but are most of the time similar to the encompassing area.
