Cloaker
Using Cloaker is basically useless for finding bosses in Star Force 1. In this game, it essentially only halves the encounter rate. In later games, Cloaker can ignore weak enemies according to MegaMan's HP.
Admin Dimming Card
The Admins (Pegasus Magic, Leo Kingdom, Dragon Sky) have a special undodgeable and breaking dimming card. Players can either use a Battle Card beforehand to defend against it, or defend as they use the dimming card with a Cut In. It works as it would in a VS battle.
Enemy Movement quirk
When some enemies move, they will travel with a stretched model, but other enemies move will leave a warp sprite. Those that have a stretched model can be hit with a attack in that frame. However, if an enemy leaves that warp sprite and their HP disappears, they are off the field and attacks will attempt to target but miss entirely. These include screen-dimming attacks that guarantee to land but will ultimately miss.
This applies to some minor enemies, but it's notable for a few boss characters: Cancer Bubble, Wolf Woods, and Crown Thunder.
This warp sprite is a unique behavior only in this game. In the previous Battle Network and later Star Force games, any instance of that warp sprite will still allow you to hit the enemy as indicated by their visible HP.
