The requirements for the License Tests in Mega Man Battle Network 2.

Z License	Story	ZLicense & Chip Selection System
B License	Story	BLicense & RegUP1
A License	Story	ALicense & RegUP2
S License	Complete all Request Board jobs below and up to "For male pride".	SLicense & RegUP1
SS License	Obtain ArmyData in Den Area 1 through WWW Area 1.	SS Lic & RegUP1
SSS License (Three S License)^[1]	MegaMan must be at least LV. 80.	SSS Lic & RegUP1

Fighting GutsMan, ToadMan, GateMan, and HeatMan is not mandatory for story progress or to reach the test for SSS License; It's possible for a player's first boss fight against them would be in the Navi Master boss marathon.
