Seems like Capcom of Japan is on a roll–we don’t even have the second Mega Man Battle Network on Virtual Console yet, but Battle Network: Rockman EXE 3 and its counterpart, Battle Network: Rockman EXE 3 BLACK will already be launching on the Wii U eShop in Japan on December 17th.
Full details on the game’s Virtual Console release are not out yet, but it’s likely that it will follow the example of Rockman EXE 2 in terms of changes made to the game. This means that although there are no multiplayer capabilities, it may be possible to obtain the trade-exclusive and event-exclusive BattleChips by opening the Network menu, and achieve 100% completion that way.

UPDATE: Software listings have surfaced on Nintendo’s Japanese website, stating that: indeed, just like Rockman EXE 2, it will be possible to obtain all trade-exclusive chips by going into the Network menu!
